The year 1985 was another milestone year in terms of regional development as the 3rd regional office was established in Matale, on 23.12.1985 and Matale, Kandy and Kegalle districts were allocated to RO-Matale. In view of encouraging commercial banks to expand their activities in the rural areas and resolve problems of related bank lending, regional office (RO) -Matale was also implemented “Self-Employment and Village Adoption Scheme" at the inaugural year. Importantly, RO – Matale engaged in preliminary arrangements to conduct a series of seminars to explain the "New Comprehensive Rural Credit Scheme”.

RO – Matale was also actively engaged in various activities related to establishing rural and refinance credit operations since the inception, with the time being, more attention was paid on regional development by conducting awareness, training and skill development programmes, technology transfer and trade fairs.

RO-Matale continued to be carried out two regional clearing houses in Matale and Kandy until the function was automated. Under the traditional central banking function, RO – Matale was also engaged in sale treasury bills, conducting regional level surveys, currency exchange facilities, data collection functions, rural bank branches inspection activities at the beginning, later more attention paid on handling EPF matters apart from development activities.

The Central Bank of Sri Lanka (CBSL) is the apex institution in the financial sector in Sri Lanka. It was established in 1950 under the Monetary Law Act No. 58 of 1949 (MLA). The CBSL Act No. 16 of 2023 enacted in September 2023, superseded the MLA making CBSL an autonomous and accountable body,  governed by the Governing Board of the CBSL.
